It's part of the Think Tank modular belt system and it's for the days when you can get all of your gear into belt pouches. Otherwise the belt is held up by the backpack it's attached to. However if you are travelling light, the belt has a nasty habit of slipping down, especially if - like me - you haven't got a waist. It's also a bit too easy to open the belt thinking it is held in place by a backpack and for your gear to tumble to the ground.
So it simply replaces the backpack in spreading the weight between your shoulders and your hips. It has a throat strap to tighten the back straps together and fits snugly into the belt. You can fit a Peak Design clip to the shoulder strap.
Just note this is part of the modular system - I'm not recommending it for use outside that system. But for me a well-made piece of kit that does its job.
